I didn’t figure this out right away. I came to the conclusion that it is best for the buyer to pay by the word when I outsourced writing projects to other freelance writers.
There are so many writers that use fluff, decrease the margins and double space the content, and use huge spaces between headlines and text just to take up space and meet their page count. Also, if you expect to have photos or graphics inserted, I don’t believe that it should count toward the page count that you are paying for.
If you are paying for someone else to write website content, eBooks or you are paying for article writing, insist on a rate per word rather than a page count. It makes the outcome more determinable with less conflict and you will be less likely to get ripped off by a writer who “fluffs” the project.
